Evaluations are only to be done by site owners. The reason is that some of the information used in the evaluation process is specific to the business or site. For instance the number of hits per month on the site and the search engine ranking of the site.

This also ensures the validity of the results provided to buyers. If actual site owners submit a dispute and the information is verified, the offender's account would be either suspended or delete.
